In 1996 OBL was not public enemy #1. He was also probably protected by Saudi intelligence and cetain elements of the CIA remembering how he worked for them in the 80's against th Soviets. Still, Clinton launched 300 Cruise missiles against OBL and tried to kill him. The only other option was to violate Pakistani airspace. Bush had to pay the Pakistanis billions to take over their airspace after 9-11. Afghanistan is very very landlocked. Even our longrange jets need refeuling. Air raids inside that country were next to impossible from the Indian Ocean carriers.
