There is no evidence Susan ever made such an offer except berhaps through a "back channel" which went nowhere. Saddam is also rumored to have offered to surrender to the US through a "back channel" just prior to the invasion. The offer was never received or was ignored as crackpot or whatever. If Sudan had an offer to make it should have spoken up not whispered to some guy in an alleyway. Sandy Berger says no such offer was ever made to him or the White House that he ever heard about. The panel I heard discuss this came to the concusion that any such offer never made it out of the Horn Of Africa.
