I think that Venezuela is a little bit different story. They have the oil.

Haiti has a history of neglect by this country. I think that Clinton did the right thing by restoring order and creating an opportunity for a democracy.

But on this tiny island, with many people, stricken by poverty, with little resources, they needed some help from the world.

When France was in charge of Haiti they were the world's largest sugar producer, all on the backs of slave labor. But the land has been used up, the forests cut down for cooking fuel. They are poor, densely populated and have no economic ties. Primarily because they have no resources.

A little help could have gone along ways to help these hard working and very creative people in Haiti. Some seed capital to start some businesses would have been good.
