It HAS been going on for over 30 years that I know of and probably longer. CA gets back .70 for every dollar the state pays in federal taxes Excellent (for the Bush red states who rely on smokestack industries and can't pay their own bills), but how long can you expect that to go on without having some negative affect on the state's finances?
