A look at major developments Thursday in Iraq:

Top U.S. military and civilian officials were at odds over the role of foreign fighters in this week's deadly bombings at Shiite Muslim religious shrines. U.S. administrator L. Paul Bremer said it was ''increasingly apparent'' terrorism was coming from outside Iraq. Some American generals were less certain foreigners had a significant role.

The U.S. coalition said at least 181 people were killed and 573 were wounded in Tuesday's bombings in Baghdad and Karbala. Previously American authorities said the combined death toll was 117. The Iraqi Governing Council said 271 people died in the blasts.

In the second such attack in two days, a rocket hit near a telephone exchange in southeastern Baghdad, killing three people and wounding two. An earlier attack killed one person and halted international phone connections for much of Iraq only days after the system was returned to service.

Iraqi officials and sources close to the Governing Council, which was expected to take power from the Americans June 30, said the interim government likely would expand to include members from political parties and regions overlooked when the council was appointed by the United States eight months ago.

U.S. soldiers and Iraqi police arrested 14 Iraqis, including a militant suspected of leading a terrorist cell made up of followers of the extremist Wahhabi sect of Sunni Islam. The men were captured near Baqouba, a center of anti-coalition activity north of Baghdad.
