College Chief Financial Officer: Our budget is not balanced. The professors are demanding a raise due to the country's 1 percent inflation rate and the lowest interest rates in 40 years, the teaching assistants formed a union, and all those new buildings we decided we needed have to be paid for or the banks will foreclose.

College President: What can we do?

College CFO: We could raise tuition by, say, nine percent again this year.

College President: Sounds good to me. But what will we tell the students and their parents when they start bitching and moaning?

College CFO: It's perfectly obvious. Our costs have been driven through the roof because the federal government led by the Evil W is running a deficit. A great big deficit. An evil deficit.

College President: Yes, I like that. People will believe that. They already believe that everything else is the Evil W's fault, why not this? <pausing to think> Ummm, wait, we raised tuition nine percent every year in the late 90's when the federal budget was in surplus too. What if someone points that out and says this year's increase can't be due to the federal deficit?

College CFO: Don't worry, everybody hates Bush. Just blame him, he gets blamed for everything and after awhile no one will even ask whether it makes any sense.

College President: Right. In fact, let's raise it ten percent. I need another raise.
