CA has the same problem with refineries now as they had with power plants during the electricity crisis. Not enough of them. NIMBY's and Greenies won't allow new production facilities to be built. Add to that the ever increasing demand, the current high cost of crude, high gas taxes (plus CA sales tax on gas as well), and the higher cost of brewing the "reformulated" smog gas that CARB mandates, and what do you get?? Three bucks a gallon is comin' at ya and it's not Bush who's to blame...
