Atta and his merry hijackers were likely all would-be CIA finks, that is, Arab informers the CIA planned to plant in their respective countries... Half of them were just "terminated with extreme prejudice" and the other half... well, those still alive and working in their country must have felt somewhat embarrassed --because the US gov just blew their cover! They wound up as useless CIA assets... at the mercy of the local (Arab) counterintelligence service....
