First, Bush was in office less than 9 months.

Second, his ability to do anything about the 9/11 attackers was limited to the ability of federal agencies like FBI and CIA to find, comprehend, and act.

The important fact is that FBI and CIA failed. And they failed in large measure because of the cuts, restraints, and demoralization under the Clinton Administration.

Kerry, by the way, is a member of the Committee on Foreign Relations and is thus privy to sensitive intelligence.
