This is most certainly true, although it would be foolish to overlook the quality of the elite schools in both countries. There is, however, no question that high-end education is one area where we have a dominant global position. In sheer numbers of students, particularly in engineering, there is a different picture. India and China are cranking out competent mid-level engineering and computer science students in greater numbers than in the United States.

<Additionally, even those graduating at home come here to work in preference to staying behind for outsourced jobs if they have the leverage to negotiate.>

This is true for Chinese, but becoming less so for more enterpreneurial Indians who see more opportunity at home than in the United States.
