I wonder whether he can answer why it is that all those corporate scandals of the '90's occurred during Clinton's presidency, and were exposed and are being prosecuted under Bush?
Actually relative to the number of scandals, hardly any have been prosecuted. And while it is true that many occurred during Clinton's admin, scandals have been occurring for a long long time in the US, back to our founding in fact. The Gilded Age of the 1870s-90s saw a huge rise in number and scope of financial chicanery. It waxes and wans, to be sure. The 1920s saw another rise, as did the 1980s and 1990s. The current rise can be traced to the Reagan era's lax regulation and tax cuts. Drexel Burnham and Mike Millikan among others took it to a new level, surpassed in scope by Ken Lay and Bernie Ebbers (at least for one company--Drexel/Millikan dealt with so many companies that they probably still hold the record for absolute dollars).

It is lax regulation and toleration by the govt that allows these things in the final analysis.
