US already backed off by exempting millions of short-term Mexican visitors to the US from figure print. Whoever does not like more immigrants to the US should not vote for Bush, because amnesty or guest-worker status for millions of illegal aliens from Mexico would become a fact if Bush wins the 2nd term, it's just that simple.
