Yeah, it's ridiculous. (Costs of medical care are growing far too fast to be sustainable. Until costs are slowed down, nothing will work. IMO, reforms must be addressed to all four sectors that add to the cost growth: Insurance companies, Lawyers, Doctors, and Pharmaceutical companies. The problem is that Congress is in bed with them ALL.)
