No, the Insurance Industry was a strong #2 on my list of contributors to our rising healthcare costs. (Right after the Pharmaceutical industry, but ahead of 'tort reform' and the fact that the medical profession doesn't do enough to help screen bad doctors --- so they go in a different risk pool from the overwhelming majority of good doctors. After all, 80% of the insurance claims are against less than 20% of the doctors....)
