That's BS!! If that were the case, Bush would never have even bothered to go to the UN in the first place.. He had all the authority he needed under UNSC 678 and 687, without even needing to get a unanimous vote on 1441.
It was FRANCE and RUSSIA who threatened to veto any UNSC votes to DIRECTLY SPECIFY military action as the definition of "severe consequences". THEY are the states that decided to defy the will of the majority of UNSC members last spring.. Bush had at least 9 members of the UNSC, A MAJORITY, winning to directly specify military action against Iraq, until France and Russia threatened to veto any such resolution..
9-6, Carl... France and Russia were in the minority of the UNSC.
Our troops are already beginning their pullout of Iraq and the place they're leaving is killing Iraqis faster than at any time since May.
But at least we're leaving them in a better situation to manage the security and political affairs for themselves. That's what will be important, giving the Iraqis sufficient time to create and/or reform the institutions of government necessary for stabilization.
As for killing Iraqis, this may sound callous, but I'd rather Islamic militants be waging war against other moderate muslims, than against Westerners. Only by this method will moderate muslims be required to recognize the militants as a tremendous threat that must be opposed and purged from their socieities, as well as their religion...
