Gw probably will, once the separation of powers thingy is worked out. What the pres. probably doesn't want, is a lot of baseless accusations, such as the, When did you stop beating your wife; type. That is why they are setting ground rules.

9/11 should make for an interesting debate topic. If Bush is willing to debate.

I have absolutely no reason to believe Kerry could hurt GW,by claiming he could have prevented 9/11. Even if you could connect the dots, in hindsight, it would take a lenghty time to develop the argument, which debates don't typically have. As for GW's actions after 9/11, the fact that the dems are trying desparately to stop the commercials speaks volumnes.
