The Federal Reserve Bank is owned by a consortium of some 20 banks. In the mid 1980s, William Greider wrote a wonderful book about the Fed called "Secrets of the Temple". The book is a bit dated now, and at that time 29 banks owned the Fed. Due to consolidation, the ownership is even more concentrated than in the past.
I'm not sure where you can find the ownership list today, but I'd encourage you to try to find it.
You can be absolutely certain that any bank that has privileges at the FRB-NY discount window is not only a client/trader with the FRB, but also an owner.
Names that will be familiar include J.P. Morgan Bank, Citicorop, Merrill, Solly, BT, Brown Brothers Harriman, and probably today Bank of Italy (Giannini's bank), Wachovia, and maybe Hillary Clinton's old client in Little Rock, J.P. Stevens.

Carlyle has no ownership interest in the FRB to best of my knowledge.
