The joke used to be that the Constitution is absolutely no impediment to our present form of government. Since George Bush has formed his own commission of his own friends to investigate his own intelligence groups failings, without benefit of subpoena power or timeliness, I think it is safe to change the joke.

If nothing else, it's an impediment because it was designed to be inefficient. House Resolutions, Senate Bills, committee hearings and reports, votes on the Resolutions/Bills, conference committees to iron out the differences, another vote[s]....Then throw in all the procedural rules used, particularly in the Senate.

Nothing is "absolute" and I'll be the first to complain about block voting determined by the leadership on both sides of the isle. [Throw in the bribes and extortion for votes if you like.]

There are "cracks" in the block. I don't see the Congress putting a Constitutional amendment on marriage on the fast track. Orin Hatch certainly has his problems with GOP clerks and staffers tapping into Democratic files for political purposes. There's a GOP member of the Senate intelligence committee [can't recall his name at the moment] that's been quite vocal of the war. Frist eventually yielded to the political pressures of extending the time for the commission. .....

Cynics rarely admit they are cynics, they are "realists" in their own mirrors. Face up to it, you and I are cynics and you're more cynical than I am. <s> I'll also contend that it's good to have cynics. They put a little energy into what would be utter apathy.
