Bush didn't do anything to Afghanistan or the Taliban until after 9/11. I think it's safe to say any president, republican or democrat, would have retaliated against the Taliban post 9/11 similarly.

Iraq probably would have been a totally different story. A basically unilateral invasion of Iraq was Bush's mistake. He's got to live with it.
