Bush-Cheney's Texas energy friends were indeed running the show then the gouging occured. The federal goverment has no direct control over the deregulated energy business when they decide to collude and gouge. Don't be naive. This was a concerted efffort to both gouge tens of billions and help Bush-Cheney by queering the economy and attacking California. We need to re-regulate the energy business. They cannot be trusted.
