One suggestion is tax credits for companies in certain industries to keep jobs in the US.

To followup on the previous discussion on trade:

We already meddle in many areas of the market. The US subsidizes US agriculture with billions of dollars a year. We intervene. We would not allow our food production to be outsourced, and we have invested tens of billions in our agricultural colleges, and in subsidizing US farming.

Take something like sugar. It is hard to make the case that sugar is more strategic to the future of the US than the entire US IT industry.

We can help IT, and other future industries, by giving tax credits and subsidies, if necessary, to keep a core of the jobs here in the US.
