The estate tax has always been a net loser, it is horribly inefficient, with controversy over the value of every asset other than publicly listed stocks ("how much is that vase that grandma had in her window worth?").

Its enactment was motivated not so much by revenue concerns, as concerns that a handful of families could one day rule the United States due to their assets.
