But if the OT is the word of God, who decided that the ordinance in the OT as given by God don't have to be followed any more?

That's a funny quote by Twain. <g> I would say though "the parts I think I understand".

I think I have to make a long answer because the short one will not do. The purpose of the Law was to educate the people about their sinful nature and point to the need for forgiveness. Since the garden sin had had control of man but man did not know that. When you're born in sin you think it's natural, like a birth defect. Until there is some standard of comparison it's not noticeable. The Law exposed sin.

In the Temple there was the innermost part called the Holy of Holies. That was the part where the presence of God actually was. There was the Ark of the Covenant, the alter, the mercy seat and many other things in there that all had symbolic meaning. And separating the Holy of Holies from the rest of the Temple was a huge and thick veil that was hand woven to exact specifications (that you can read in the OT). Behind the veil, which was actually the second veil, was the presence of God in the Holy of Holies. The veil could not be torn, it was too thick and strong. Only the High Priest went in once a year to offer blood and perform the relevant sacrifice in the Holy of Holies behind the 2nd veil. He was specially sanctified before going in and if he made any mistake he was struck dead by God. So the priest had a rope tied around his ankle to be pulled out because no one else was allowed in. The veil was the barrier between the Holy God and sinful man that could only be crossed by one specially sanctified priest at a time to make sacrifices to atone for the people's sins. The purpose of the whole law boiled down to that one room behind the 2nd veil. A way to atone for the sins of the people.

Now when Jesus breathed His last on the cross and gave up His spirit there was an earthquake and thunder and the veil in the temple was torn from top to bottom. Both the outer and inner veils were torn from top to bottom by God. That symbolized that now we had full forgiveness from sin and could enter into the presence of God through Jesus Christ. At that moment the purpose of the Law was finished and replaced by Jesus Christ. Now every man, woman, and child could have full access to the presence of God through Jesus Christ without the Law and without any priest. They only have to believe by faith and they will be forgiven their sins because Jesus removed the veil by His own blood. He entered into the Holy of Holies Himself and His blood atoned for all sin. Jesus is now the High Priest forever.

The law became obsolete. Like an old car that took you someplace in the past but now rotted in a field, unused. It's still a car but can't do anything for you anymore. Eventually God had the Romans destroy the Temple to stop the sacrifices. And He dispersed the Jews. The purpose of the Temple and Israel was past.
