There are 50 million overseas Chinese living in practically every corner of the world. And they all make a living (capable of working in a modern economy). And they are not necessarily the selective bunch. And there are millions like them within China, so your 30 million number is definitely an undercount<g>. In terms of human resource, China can sustain as long as it takes.

As in my own experience, plenty of Chinese students who have come to the US are not necessarily the most capable, they are just luckier in obtaining the scholarship from the US universities, me included. As I have said many times here, the most important reason for a lot of Chinese coming here is because of the worst competition in China. It is the competition that makes people competitive. I am almost certain I would be more successful than I am now if I had not come to the US. The comfortable environment makes me lazier, to say the least.
