You are doing exactly what you accuse me and others of doing. In my opinion and in the opinions of most Americans, giving money and support to suicide bombers, gasing the Kurds and Iranians, terrorizing his own people makes Saddam a terrorist. As for whether he was specifically targeting the US, there seems to be relatively uncontroverted evidence that he tried to kill President Bush I and that he had strong ties with terror orginaztions.

In the Tiger Paw world, that does not make him a terrorist. OK - that's your definitional sphere. But get off your high horse and stop accusing others of that which you do
