Iraq Constitution May Be Only Lull Before Storm

U.S. officials are right to be happy that members of Iraq's Governing Council signed an interim constitution on Monday. At the same time, they should be concerned about prospects for a permanent constitution.

The document approved Monday is intended to remain in effect until the Iraqi people can vote on a permanent constitution in late 2005. Because such a referendum provides far more opportunity for fraud and pressure backed by the threat of violence, it needs to be handled with extreme caution.
Leaders of three powerful groups within Iraq - Sunni Muslims, Shiite Muslims and Kurds - had to be brought to agreement on the interim constitution. For a time it appeared the Shiites would not agree, because of stipulations written into the constitution by the long-oppressed Kurds. But a key Shiite leader during the weekend said he would not oppose the interim constitution - though he added he still has reservations about it.

That could mean Shiite leaders have not given up their intention to craft a constitution that gives them power in Iraq. If so, they are likely to use whatever pressure tactics they have at their disposal to affect the 2005 referendum. That, of course, is something the United States cannot allow.
