Not quite. Yes, Reagan should not have moved offshore after the bombing, but we did maintain a presence. Nixon did not surrender, he negotiated a phased withdrawal in order to leave the field to the Vietnamese. Eisenhower did not even leave the Koreans to duke it out, but negotiated a truce and established the DMZ, with American troops to back it up, to preserve the South's independence.
