What are German and Italian authorities doing here. The Germans and Italians were notified by the US which was tracking the shipment. Germany, because the shipment left Dubai on a German flagged vessel. Italy because they were a allied country (in NATO and the PSI -see below) with port facilities between Dubai and Libya. The idea the Europeans discovered this on their own is total nonsense. The detection of this shipment was a fruit of the US-organized Proliferation Security Initiative. Germany and Italy and a bunch of other countries happen to be participating members of the PSI. But the US, specifically the Bush administration, is the originator of the PSI. armscontrol.org state.gov
