You think the PSI will be success during the era of the Bush doctrine of pre-emption. It will continue to be a cat and mouse game. To get Russia and China behind and to really make the non-proliferation a success he has to gain the confidence of the world community. And he cannot do so by thumbing his nose at the UN.

PSI is doomed to fail from the start since its intention is to establish US hegemony.
