It's a good start but the devil is in the details, particularly with the Internal Revenue Code. One could sell a piece of property or a business and not be wealthy. Yet, they could go significantly over that $200,000 for the year. Kerry needs to have a detailed position paper to show that this type of windfall is not hit with higher taxes.

I'm for simplifying the code but if they don't do that, there has to be incentives, as with the Bush program, for capital gains, at least for those who make one time gains of less than about $10 million as incentives for small businesses, the class that basically pays most of the taxes and provides most of the growth in jobs.
