Ansar al-Islam was tied to the IRANIANs (not to Saddam).

They were located in a pocket of Iraqi territory right next to Iran (from which they were re-supplied, and had free transit across the border). This pocket was under the umbrella of the US's Northern No-Fly Zone... so Saddam couldn't have expelled them even if he'd wanted to.

Now, of course, with the Dictator gone, they have spread out into Iraq proper --- just as the CIA predicted before the war.
