A lot of contracts read a third when you sign, a third when they do the demo and a third when they finish. Now when you consider the easy money is in the first two thirds, they have little incentive to finish the job. You have no idea just how many people get screwed in exactly this way. If you have a dispute, even if the guy is licensed just try collecting from the home improvement fund to cover this kind of fraud.
