The question is what part of the CIA's budget would the proposed $1.5b cut come from?

If it would have simply reduced our intelligence activies with regard to the former Soviet Union, it would be a sensible thing to do. Russia wasn't much of a threat to us at the time.

If it would have reduced their ability to monitor terrorist activity, obviously, it's a different story altogether.
