Kerry is not attacking Bush's war on terrorism. What I think Kerry needs to do is to differentiate between the war in Afghanistan and the war in Iraq. He needs to show that the war in Afghanistan is a real war against terrorism whereas the war in Iraq is for personal gains, whether it be for Cheney's oil lobbies or to avenge the assassination attempt on his father. Once Kerry can establish that distinction in the minds of the voters then the voters will take it from there without him not having to much anymore on that issue. he would have blinted Bush on 9/11.

Besides, he has very clearly stated that in Iraq he also opposes the way Bush "rushed into war". In his words, "The President did not exhaust all means". Once he plants that in the minds of the voters then justifying his vote for giving President the power to go to war versus the President making the final decision to go to war becomes a clearer issue.

And the good debater that Kerry is, I am sure he could articulate that very effectively once he is done securing the nomination (in technical terms)
