I was a LAN manager for 15 years. Here is what my consultants told me to tell my 100 users: Turn your machine on when you come to work and turn it off when you leave work for the day. If a following shift is to use your machine, then leave it on.

Most people agree that the shock of starting up is one of the main culprits to wear out a device. This assumes the computer is used in a clean environment with proper attention given to heat and ventilation around its case.
About the same principle holds for the monitor.

This seemed to work for me and is what I do at home.
