This is a really interesting web site. If you look around you can find reasons why gasoline is so high. You can also find historical information about the cost, supply and uses of oil.

GWB is increasing strategic oil reserves because Bubba sold a bunch in 1996 to reduce the deficit.

This could account for some of the increases in the price of oil.
