It's the primary effect.
Bush hasn't even started campaigning yet, hasn't spent any money.

Kerry is almost out of money. He's going to have to go back to the same rich people and big corporations and wall street bankers who've already given many millons to him and various other Dem candidates. It's going to be a grind.
