Iraq has the second highest reserves in the world, and the easiest (cheapest) oil to exploit. It makes a difference.
re: Which is absolutely true. However, neither side will get there, as long as energy is just a political football, to be kicked in the face of whoever had the nerve to do something about it. As long as we demonize the energy companies, they won't do what is best, just what is convenient. We have only ourselves to blame.
The oil companies will do what is profitable, not patriotic. As you or I would do if we worked for an oil company. The key is leadership to get us out of this economic and political death spiral, and it's not there on the R/D side.
