China, Russia, and France are certainly not allies of the US and won't be regardless of who is President. They do have UNSC vetoes.

If you think the UN is not ineffective, please explain why it did nothing during the long years of warfare and ethnic cleansing in the Balkans, nothing worthwhile during the years of warfare and genocide in Rwanda and surrounding areas, etc.
