BUY WITH BOTH HANDS!

If you're sitting on the sidelines with cash, now is the time to
commit that money to stocks. Pronto. We're facing what is likely
to be the best buying opportunity of 2004. You can't afford to miss

As so often happens, Mr. Market is handing us this opportunity by
way of a tragedy. Today's horrible terrorist bombing in
Madrid-apparently the work of Basque separatists, not Al Qaeda-has
spooked investors worldwide. In my experience, incidents like this
nearly always occur at, or very close to, significant market
bottoms.

My favorite sector to buy in right now is technology. Several of
the big-name tech stocks have dropped 20%-25% from last year's
highs-a typical scary "correction" in the middle of a bull market.
Buy Cisco (NSADAQ: CSCO) at $25 or less.

For those who prefer a more diversified approach, I suggest
exchange-traded funds, such as the Standard & Poor's Spyders (ASE:
SPY at $114 or less). For more-aggressive accounts, I recommend the
NASDAQ 100 Qubes (ASE: QQQ) at $36 or less.

Whatever you do, make sure you're buying-not selling. The bull is
still very much alive and will scale new heights before the year is
out.
