That offer was a myth made up by rightwingers to deflect responsibiity for 9-11 from GW Bush after Bush was warned of impending hiacjkings on 8-6 in Crawford (why GW is stonewalling the 9-11 commission). The Sudan offer probably never happened. Never got to the White House. Sandy Berger denied he ever saw such an offer. Experts discussed it on Fox News and came to the conclusion it either never happened or was flakey and low level, never getting past the Yemen airport.
