ETA denies responsibility. Answer me this, which is the terrorist group that historically has not claimed or denied responsibility for attacks?

"As the toll from four blasts at three stations rose, blame for the attack was at first levelled at the Basque separatist group ETA, but it has condemned them as "detestable attacks".

ETA's denial of responsibility raised concerns amongst authorities around the world the bombings could be the work of al-Qaida."
