I think you point to the real problem, which is not long term job loss, but the difficulty in adjusting to a changing economy. Everyone wants to be protected from dislocation, understandably. But if we always did that, we would still be driving horse- buggies. I am not sure what the solution is, especially for older workers. In some cases, supporting early retirement might be the only answer. But retraining is realistic for most workers. Of course, there may be income loss, and it costs money to retrain and relocate, so I think that there should be money available to soften the "landing".........
