Kerry says threat of terrorism is exaggerated

I imagine the folks in Spain won't agree with him.

I'm waiting for the spin on his prior comments
referenced in the linked article.

Well," he'll probably say, "I was referring to the
leadership of the terrorists, not to the rank and
file members who were just following orders and who were really freedom fighters in their own minds. They might
cut off ears and mutilate people with bombs, but only with
the full support of their superiors. So what I meant
by the "exaggerated" comments is that the Bush Administration is placing too much emphasis on the acts of these rank and file freedom fighters who are merely misguided, not really evil, and that the leadership
must be addressed through diplomatic means, where they
can be reasoned with and turned into statesmen like
Arafat.

He'll probably conclude by saying,

"Moreover, once elected, I'll ensure that we hunt down the leaders of the freedom fighters who placed the bombs in Spain as a result of the
Bush policies that left them with no alternatives in
their efforts to achieve freedom. I'll find every last one
and personally apologize to them, PROVIDED OF COURSE,
that they promise not to do it again. I will then
sign any bill presented to me that will give aid to
these victims and help them to rebuild their lives
as world citizens, with the fund to be administered by
the UN.
