You are partially correct in that Pakistan nuclear program was to be meant as a deterrent against India. However it was also something known as "Islamic Bomb". I believe Zulfiqar Ali Bhutto felt that all other civilizations except Muslims had access to nuclear bombs. He was quoted to have said that "we will eat grass but we will have a bomb of our own"
