The alternative is that the problems in the region will never get solved unless Israel renounces its keeping nuclear weapons. It must do what South Africa did. If this doesn't happen the game continues for development of a counter Arab bomb. What happens then?

I should have included in my earlier post the provision that the Arab nations must also accept Israel's right to exist.
As to point two, once nations accept each other's right to exist it then becomes easier to trade with them. Larger nations could help to enhance trade agreements, perhaps provide incentives. Don't forget that money had a role in an earlier MidEast peace agreement.
Regarding point number three, the UN establishing an international campus and a significant-sized peacekeeping training base would keep a large inventory of military weaponry on site. This would help to reduce the possibility of one of the entities breaking the non-aggression pact. But campus/base would exist in parallel with an international school of diplomacy that would draw both Israeli and Arab scholars. The emphasis of the UN presence would be more diplomatic than military.
There would become an enormous international influence in the area to exist in concert with the integrity of both Israel and Palestine.
And, who knows, maybe there's some value to relocating the United Nations to Jeruselem? Has that idea been thrown out yet--lol? It'd probably be easier to get international agreement to do that than it was for Bush to get his second resolution through.

And just consider the economy boost the two states would gain. And if a blanket of peace could settle over the area there'd be great value in the economy of tourism!
What if Israel said no? Israel knows its military won't work because it hasn't. So that's obviously not the answer for them. Israel, like you, Lazarus, must try something new.
As to the Washington, DC matter, what state does Washington, belong to? None. Well, Jeruselem could be similarly organized and answer to the UN, much as Washington answers to Congress.
