So you are saying that the UN will send our troops to safe places where they will not be killed, but they are necessary because of unrest...somehow this does not work.

If troops are required, the situation is dangerous.
If peace is required to be established, that means the area is not peaceful and requires the might of military forces. So...? People die. That is the unfortunate horror, but true.

UN does not send troops to war. They send in troops to establish peace. Kofi Annan is not about go into Iraq if there is no assurance of some sort that UM personnel would be safe.
