Does Indian EE really get $13K per year nowadays?

I just was talking with a few friends, who have a startup and their estimate was that they would have to pay Indian EE ~$20-40K (i.e. 1/2 of US salary) due to high wage inflation in India. They seemed to be considering other countries for cheaper labor, but these have their own issues.
