I do not have any idea of what you mean by "global sovereignty". As long as the Congress is able to define the extent of our treaty obligations, our sovereignty as a nation is unimpaired. Of course, as a matter of prudence and even honor, we ordinarily do not unilaterally renege on treaty commitments.
