It was precisely THE WAR ITSELF that brought about the legislation that Reagan vetoed. Iraq attacked Iran with chemical gas in Halabja, and Congress tried to punish Saddam for this war crime. Reagan vetoed Congress.

Presidents have to deal with all kinds of despicable governments.

True, Saddam had to deal with the Reagan Administration.
